  19.      The war between Israel and Egypt, Syria, and Jordan in June 1967 ended
  20.      with Israel in control of the West Bank, East Jerusalem, the Gaza
  21.      Strip, the Sinai Peninsula, and the Golan Heights. Israel withdrew
  22.      from the Sinai Peninsula pursuant to a 1979 peace treaty with Egypt.
  23.      The Israeli-PLO Declaration of Principles on Interim Self-Government
  24.      Arrangements ("the DOP"), signed in Washington on 13 September 1993,

  214. Overview:
  215.      Economic progress in the West Bank has been hampered by Israeli
  216.      military administration and the effects of the Palestinian uprising
  217.      (intifadah). Industries using advanced technology or requiring sizable
  218.      investment have been discouraged by a lack of local capital and
  219.      restrictive Israeli policies. Capital investment consists largely of
  220.      residential housing, not productive assets that would enable local
  221.      Palestinian firms to compete with Israeli industry. A major share of
  222.      GNP has traditionally been derived from remittances of workers
  223.      employed in Israel and Persian Gulf states. Such transfers from the
  224.      Gulf dropped after Iraq invaded Kuwait in August 1990. In the wake of
  225.      the Persian Gulf crisis, many Palestinians have returned to the West
  226.      Bank, increasing unemployment, and export revenues have dropped
  227.      because of the decline of markets in Jordan and the Gulf states.
  228.      Israeli measures to curtail the intifadah also have added to
  229.      unemployment and lowered living standards. The area's economic
  230.      situation has worsened since Israel's partial closure of the
  231.      territories in 1993.
